We have the strikethrough option enabled on the toolbar which I almost never see anyone utilize but not the Spoiler option which if the past is any indication will be something that is going to need to be enabled. You don't have to create a custom button, since one already comes as an option. Go to "Edit Toolbars" in the ACP, and drag the eye icon onto the toolbars to have it present for your users. Wheels

Not sure if you want to consider disabling the Start new Topic option in the The Rules. and Announcements forums for the general membership. Seems like those forums were meant for only the Admins, Mods, and Developers to start threads. In the ADMINCP there is normally a permission that you can alter for each individual forum that will still allow users to posts in the threads that are not locked but they will not be able to start their own threads in those forums.
