I’m assuming it’s a double decked elevator, so to raise the lower bay up to the flight deck, you obviously need to raise the top above it.  It looks only partially raised in that screenshot.

This is Akagi (I think) in her triple flight deck configuration, prior to her big refit but it shows the aft elevator fully up. Consensus appears to be that the elevators were woefully slow so the double decked arrangments at least allowed for 2 aircraft to be brought up (albeit unloaded one at a time). 

I've also seen one alternative proposal that suggests the upper section was not, in fact, an elevator at all, but a cap that would connect with the elevator at the upper hangar level and seemingly hang from the flight deck when the elevator went to the lower hangars to seal the hangars from the elements. This sketch below however fails to consider that there was a, third, lower hangar and not an elevator well as far as I know.

This reminds me of the elevator that King Ludwig had installed at his palace at Herrenchiemsee. The table would be set up in the kitchen below the dining room, and then cranked up so the King could dine alone. The Iron works below were stationery, while the table crawled up the rails. (Rack and pinion, chain and windlass??? I don't recall.) Reminds me of the giant mechanical spider in "The Wild Wild West" movie with Will Smith.

Been doing a fair bit of reading up on the Akagi and her triple decks.  I might use it as an example for my management to demonstrate just because you think something looks like its  a good idea doesnt mean it is a good idea....moreover, when you have further "good" ideas to rectify your original "good" idea....its almost certainly not a good idea at all.
